Yes, third-party liability insurance is obligatory for mopeds, motor scooters, and for e-bikes that with a capacity of more than 500 watts and/or 25 kilometers per hour. Many cantons have a collective insurance agreement with an insurance company. You purchase insurance directly from the canton and receive a license plate and a sticker that serves as proof of insurance. Many moped dealers provide the cantonal license plates and insurance directly in the store.
Third-party liability for damages or injuries caused by bicycles, e-bikes with a capacity lower than 500 watts and/or 25 kilometers per hour, and some other low-powered vehicles (electric wheelchairs, for example), is covered by personal liability insurance.
