Each time banking initiative has its own statutes and infrastructure. The majority of time banking initiatives require members to commit a minimum amount of time per year (1 or 2 hours, for example) in order to participate. Many also charge members a small annual fee in fiat currency which covers administrative costs.
Many of the time banking initiatives listed above have websites on which their statutes and membership requirements are available for download. However, these will typically only be available in German or French.
A good first step would be to contact Swiss time banking initiatives directly and explain your idea. The initiatives themselves are best positioned to provide you with information and experience.
